Can you be fined for driving too slowly?

We are accustomed to the penalties for speeding; those processed by the DGT because a radar (either fixed, mobile or section) has caught the infraction. But is there the opposite case? That is, can you be fined for driving too slowly?

Driving above the limits allowed for each road (in this link you have all the limits in force in Spain) heads the list of most frequent traffic fines (distractions, such as the use of the mobile phone, and the alcohol and/or drug use). And although the usual thing is to sin by excess, it is important to know that you can also be sanctioned by default.

Improper speed and abnormally reduced speed

Road safety experts recall a concept not as well known as excessive speed but just as or more important: improper speed.

The inappropriate speed is the one that does not adapt to the conditions of the road. An example: when on a section of secondary road limited to 90 km/h and you maintain that speed despite the fact that the weather (rain, wind and/or fog) considerably reduces visibility.

Improper speed encompasses other concepts including excessive speed, but also abnormally low speed.

In accordance with article 49 of the Circulation Regulation, this is the one that is registered when a vehicle circulates in the middle of the maximum limit of the road without any circumstance (fog, snow, fallen objects, traffic jams…). force it. And yes, it is punishable.

Fine for driving too slowly

The traffic regulations establish, therefore, that it is prohibited to drive at 60 km/h on highways and motorways. Similarly, on an urban road whose speed limit is 50 km/h, you cannot go at 25 km/h. “In the rest of the roads, the minimum limit will depend on each vehicle and the maximum speed allowed on that specific road,” the legal text qualifies.

Driving at an abnormally low speed is a serious offense with a fine of 200 euros, although no points are withdrawn.
