The Government wants all users of plug-in vehicles to have access to a “secure and reliable database”. That is why, a few weeks ago, he promised to create an official map of recharging points that should be working before May 20.
This commitment is included in the Law on Climate Change and Energy Transition published in the Official State Gazette (BOE) on May 21, 2021. The legal text establishes that the Government will create a register of charging points and that this must be in force “within one year after its entry into force”; that is, before May 20 of this year.
The information prepared by the Government and that will have to be updated on a regular basis will be offered through the National Access Point for real-time traffic information managed by the General Directorate of Traffic.

To promote the official map of recharging points, the Council of Ministers, at the proposal of the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), has approved a royal decree to regulate the activity of providing electric vehicle recharging services.
The document includes the rights and obligations of the actors involved in the activity with the aim of facilitating its development and protecting users. One of the outstanding obligations is the sending of information on the facilities to create an official database of recharging points.
Among the obligations they have, it is worth noting to report on the origin of the electrical energy supplied; have a customer service to collect complaints, claims or incidents of the service; and preserve the confidential nature of the information of which they become aware in the performance of their activity.
Goal: 100,000 chargers in 2023
At the end of 2021, the Government approved a budget of 525 million euros to promote the installation of chargers. The goal is for there to be at least 100,000 public chargers by 2023.
Among the measures included in the new regulation is the acceleration of the obligations to install recharging points both in those facilities that are not residential buildings for private use, but that have a large volume of parking spaces, as well as in service stations .
In addition, municipalities are empowered to adopt tax credits in this field and the installation of recharging points in the State road network will be facilitated, provided that road safety requirements and access to road maintenance are met.
The implementation of recharging points will also be facilitated in the land surrounding the State highways, in view of the massive installation in service stations.
And a sanctioning regime for electricity distributors in cases of non-compliance with deadlines when providing information on the conditions of the installation of points is incorporated into the legal system.
