For a few years, scooters and other Personal Mobility Vehicles (VMP) have become another element in the ecosystem of cities. So much so that the DGT has been forced to adopt a series of measures to regulate its operation. Be very careful, because these imprudence on a scooter involve a fine of 200 euros.

The RACC has made a report where it analyzes the profile and behavior of users of scooters and other VMP in the city of Barcelona and the majority of those surveyed claim to be unaware of the basic regulations.

Not only that, as the DGT collects, 43% of users acknowledge that they circulate on the sidewalk, a practice that is not allowed. And 12% had ever had an accident with personal injuries. So it is worth remembering the basic rules of circulation with a scooter.

An important issue has to do with circulation. It is forbidden for the VMP to go on sidewalks, pedestrian areas, crosswalks, highways, dual carriageways, interurban roads or tunnels in urban areas.

It will be a municipal ordinance that will determine the authorized routes to circulate. If there is none, circulation is allowed on any urban road.

Circulation certificate for scooters, how to obtain it and when it is mandatory

On the other hand, the DGT has drawn up a manual with a series of technical specifications that must be met by all VMPs, which must be included in a circulation certificate to guarantee minimum safety requirements.

The speed of these vehicles must be between 6 and 25 km/h. It is mandatory to have a braking system, an acoustic warning device (bell), lights and rear and front reflective devices.

The DGT has become a series with the scooters and other VMP and committing these imprudence supposes a fine of 200 euros:

  • Use the mobile or any other communication device while riding a scooter.
  • Wear headphones.
  • Driving at night without any lighting system or reflective clothing.
  • Do not wear a helmet, if the municipal ordinance contemplates this measure as mandatory.

On the other hand, driving on an electric scooter under the influence of alcohol and other drugs can carry a fine of between 500 and 1,000 euros, depending on the level of alcohol, or 1,000 euros if it is drugs.

In case of testing positive, in addition, the vehicle will be immobilized, as is the case with other vehicles.
