Those drivers with vehicles without a label that prove annual income of less than twice the Multiple Effects Income Indicator will be able to access the ZBE.
The premiere of the Low Emission Zones is giving a lot to talk about and, for some drivers, it is causing a certain amount of chaos, as the consulting firm Pyramid Consulting denounced at the beginning of the year. But today we have good news, low income unlabeled vehicle holders will be able to access LEZs.
According to El Periódico, the plenary session of the Barcelona City Council has approved the modification of the municipal ordinance that regulates ZBEs to cover drivers with lower incomes, as well as the extension of the number of authorizations for the occasional use of vehicles.

With this modification, the municipal ordinance is updated with the incorporation of a series of daily, temporary and annual authorizations.
Regarding daily authorizations, it allows sporadic access for 24 days for vehicles without a label, that is, the most polluting ones, which are outside the DGT’s environmental classification. Historic and classic cars are included here.
Likewise, vehicles that do not meet the technological and emissions requirements will have a 24-day authorization to access the LEZs.

On the other hand, the modification of the ordinance extends the temporary authorizations to circulate in the areas restricted to traffic to vehicles without a label of the following categories:
- Vehicles of professionals who are five years from retirement.
- Vehicles that carry out maintenance tasks in workshops. They are authorized while the vehicle is in the shop.
- Vehicles in replacement status if the purchase of a vehicle that meets the established requirements is proven, until the delivery period of the new vehicle lasts.
- Singular driving school vehicles, container ships, tanker or armored vehicles, cage trucks and dump trucks. In these cases the authorization is annual.
Lastly, annual authorizations are extended to holders of vehicles without a label that prove an annual income of less than twice the multiple-effect income indicator (IPREM), increased according to the number of members of the family unit, if applicable.
This means that, if the IPREM in 2022 is 579 euros per month, a person who lives alone will have to collect a maximum of 1,158 euros per month to obtain the annual authorization.
When the family unit is made up of two people, the limit will be the IPREM multiplied by 2.5; when there are three, it will be multiplied by 2.9, and when there are four or more people, it will be multiplied by 3.3.
