The DGT established a new regulation in 2019 on the VMP before the barrage of requests about its regulation. And it is that, Personal Mobility Vehicles were filling the streets of big cities, and not so big, and had become a road safety problem. These vehicles are driven by people of all ages, and this is where we have an important note. We are going to talk about who pays the DGT fines committed by minors.
The DGT established some criteria to which these vehicles had to submit within the current traffic regulations: “It was a request that traffic police have made to us, given the situations that are occurring in many cities and that have a negative impact on road safety. , especially when it affects vulnerable groups”, Javier Villalba, deputy director of Regulations of the DGT, said at the time.
The same DGT has established that a VMP is a vehicle with one or more wheels equipped with a single seat and propelled exclusively by electric motors that can provide the vehicle with a maximum design speed between 6 and 25 km/h. Electric scooters are the most used, in some cases becoming a danger to pedestrians and drivers.
Among the established sanctions, VMP drivers can be fined for using headphones, mobile phones, alcohol, drugs or even not wearing signs or lighting if they drive at night. But, what if the sanction goes to a minor? Who is required to pay your fine?
In the same regulation that the DGT signed, it is stated that “in cases of infractions committed by minors under 18 years of age, parents, guardians, foster parents and legal or de facto guardians, will be jointly and severally liable for the infraction committed by the minor”. Based on this text, it will be the parents in most cases who will have to pay the fine.
