The Public Administration will say goodbye to the mandatory prior appointment

Until now, any procedure that we had to carry out with the Previous Administration required an appointment in order to be carried out. During this legislature, the Executive intends to modify this situation.

The COVID 19 crisis caused citizens to have to rely on the appointment systems to be able to carry out any procedure or request with the Public Administration that could not be completed entirely online. A scenario that served to avoid the crowds that occurred in this type of organization, but that has also meant that in order to make any consultation, citizens have to accept several days of waiting, in the best of cases, until they can carry out carrying out the relevant procedure or consultation.

During yesterday, José Luis Escrivá, Minister of Digital Transformation and Public Service, appeared before the Finance and Public Service Commission to affirm that “To interact with the Administration you do not need to have a mandatory prior appointment”. Therefore, the Government will proceed to put an end to this situation during this same legislature, although without specifying the approximate date. Promoting the interaction of citizens with the relevant administrations to carry out any procedure.

Improvement in citizen service

This movement is part of the improvement of the attention to citizens that the ministry aims for in the coming years. The change will be made through a draft bill that will serve to modify article 14 of the Common Administrative Procedure Law. And it is expected that it will be brought to the Congress of Deputies “as soon as possible”, so that there is not much delay until you can experience these changes.

A scenario that also includes, among many other aspects, the reform of the Public Administration website with the aim of establishing a new organization that allows sort it by vital events and, at the same time, improve cooperation between all public administrations.

In addition to this measure, the services that can be performed through the web on Public Administration portals will also be expanded. At the same time, there will be language changes used in every communication made through paper. Public Function’s objective is that legal documents contain information that is clearer and easier to understand in its interaction with the average citizen. To do this, Artificial Intelligence tools are being used that allow us to know the level of complexity of current communications and detect opportunities in this regard.

It has been pointed out, as part of the entire plan, that it will encourage the use of the 060 telephone so that it can serve as a link between the Public Administration and all those vulnerable groups that are not so used to interacting with the Administration using the digital channel.

Greater security

In the same appearance mentioned previously, Escrivá also took the opportunity to place special emphasis on everything related to security. For this reason, he has stated that he will bring to the Congress of Deputies a Cybersecurity Law whose main objective is strengthen security mechanisms and protection that the public sector currently has in the face of threats of attacks by cyber-organized groups.

This “lever” will serve to improve the experience offered to citizens by the Public Administration in any interaction. Ensuring that, currently, the Administration “not bad in terms of cybersecurity”, but stating that it is always the intention to improve and provide public space of new tools and technologies that allow us to be safe from the new threats that arise daily in everything that has to do with cybercrimes.
